contract awards
Kier takes 81 lots on Pagabo civils framework and 14 core places on Major Works 2026
The contractor has been appointed across both new Pagabo-managed YPO frameworks, which Kier puts at up to £10bn combined and which run until October 2030 across highways, rail, water, energy and more.

Kier has secured 81 lots on Pagabo's National Framework for Civil Engineering, Infrastructure and Enabling Works 2026 and 14 core places on the National Framework for Major Works 2026, the contractor announced on 3 November.
Both frameworks are managed by Pagabo on behalf of YPO and run until October 2030, Kier said. Eligible clients can appoint contractors through direct appointment, fast-track procurement or further competition.
Kier said the civils framework covers projects from £5m to £30m-plus across seven sectors: highways, rail, water and environmental, maritime, energy, aviation, and nuclear and defence.
James Askew, commercial director for Kier, said: "Our scale, breadth of capability and strong regional presence mean we can turn that access into delivery across different sectors and geographies."
The civils framework
Kier put the civils framework's capacity at up to £5bn, and described the two frameworks together as worth up to £10bn. Pagabo's own supplier announcement on 1 October gave a lower figure, calling it the £4.29bn National Framework for Civil Engineering, Infrastructure and Enabling Works 2026 and describing it as its largest infrastructure procurement offering to date.
According to Pagabo, 111 suppliers were appointed across 13 lots. Alongside Kier it named Balfour Beatty, Costain, GRAHAM, M Group, Rhodar and VolkerFitzpatrick among the appointed firms.
The framework combines the scopes of Pagabo's previous National Framework for Civils and Infrastructure and its National Framework for Demolition and Land Preparation, Pagabo said. It is available to sectors including central and local government, the NHS, blue light services, housing and education.
David Llewellyn, construction and infrastructure director at Pagabo, said of the projects the framework could support: "This could include new roads and rail routes through to energy supply transformation and brownfield regeneration."
The Find a Tender award record shows Pagabo Limited, acting as agent for YPO, intended to award a framework of contractors starting in October 2026 for four years. The standstill period ended on 25 September 2026.
The predecessor civils and infrastructure framework, announced by Pagabo in May 2022, was worth £1.56bn, appointed 48 suppliers and was due to run until May 2026. Kier Infrastructure & Overseas Ltd was among those 48.

Major Works 2026
Kier's 14 core places on the four-year Major Works 2026 framework cover Scotland, the North East, the North of England, the Midlands, Wales, the South West and England-wide opportunities, across value bands from £5m to more than £60m, the contractor said.
Pagabo announced on 19 October that the framework had gone live across five lots, naming Morgan Sindall, Wates and BAM among the appointed contractors; the headline of its announcement put the supplier total at 56. The framework is free to access for all public sector organisations, Pagabo said.
Pagabo tendered the framework in April 2026 with an estimated total value of up to £5bn and a four-year term, with a submission deadline of 22 June 2026. Lot 1 appoints one supplier per regional sub-lot, while Lots 2 to 5 take up to nine contractors per region and value band. The Find a Tender record says the framework is principally intended for works of £5m and above.
Pagabo said this is the third generation of its major works framework, and that previous iterations helped deliver construction projects worth more than £3bn in total. Kier was first appointed to the framework in 2020, when it was a £10bn, six-year framework with up to 28 contractors, split into three value bands across seven UK regions.
The YPO partnership
Both frameworks follow the formation of a 10-year strategic delivery partnership between Pagabo and YPO. Jason Stapley, chief procurement officer at Pagabo, said at the April tender launch that Major Works 2026 was the first framework Pagabo was bringing to market with YPO.
YPO is the centralised procurement authority for the civils framework, with Pagabo as framework manager responsible for design, delivery and ongoing management, Pagabo said.
Kier listed earlier work procured through Pagabo, including Amwell View School in Buntingford, the High Wycombe Campus for Buckinghamshire College Group and Northstowe Unity Centre on the construction side, and the Hesley Minewater Treatment Scheme, Natural Resources Wales' Chapel Reen Outfall and the Regent Centre Station Redevelopment for Nexus in infrastructure.
Both frameworks run for four years from October 2026 to October 2030.
