GRAHAM named Collaborative Partner on Pagabo's £4.29bn civils and enabling works framework
The contractor said it won places on all three Collaborative Partner lots of the four-year public sector framework, which Pagabo manages for YPO and which has 111 suppliers across 13 lots.
GRAHAM has been appointed to the Collaborative Partner lots of Pagabo's £4.29bn national civil engineering, infrastructure and enabling works framework, and said it is the only such partner covering all four UK nations.
The contractor said it had secured a place on all three Collaborative Partner lots of the National Framework for Civil Engineering, Infrastructure and Enabling Works 2026, which it valued at £4.3bn. Pagabo's own supplier announcement put the figure at £4.29bn.
Pagabo manages the four-year framework on behalf of Yorkshire Purchasing Organisation (YPO), the public sector buying organisation. It gives public bodies across the UK a route to contractors for highways, rail, water and environmental works, maritime, energy, aviation, nuclear and defence, demolition, land remediation and groundworks.

The framework
Pagabo said 111 suppliers were appointed across 13 lots and described the framework as its largest infrastructure procurement offering to date. Balfour Beatty, Costain, Kier, M Group, Rhodar and VolkerFitzpatrick were among the other names it listed.
When Pagabo invited tenders in May 2026, it said Lot 1, for civils and infrastructure, and Lot 10, for enabling works, were for suppliers able to cover all project types in those services. The remaining lots are split into value bands running from £0 to more than £5m, and geographical sub-lots cover England, Wales, Scotland and Northern Ireland.
At that stage Pagabo estimated the framework's value at up to £4.15bn and said it complied with the Procurement Act 2023 and Procurement Regulations 2024.
David Llewellyn, Construction and Infrastructure Director at Pagabo, said: "The range of suppliers appointed have been rewarded based on evidence of their ability to collaboratively deliver high-quality infrastructure, civil engineering and enabling works projects across the UK."
According to Pagabo, the framework can be used by central and local government, the NHS, blue light services, housing and education.
What it replaces
The framework merges Pagabo's previous civil engineering and infrastructure framework with its demolition and land preparation framework into one procurement route. The official procurement record on Find a Tender states that Pagabo acted as agent of YPO in setting up a closed framework to combine the two.
The earlier civils and infrastructure framework, announced in May 2022, was valued at £1.56bn and ran for four years to May 2026. Pagabo appointed 48 core and reserve suppliers to its four lots.

The 2026 figures cover a wider scope, as the new framework also takes in demolition and land preparation work.
GRAHAM's earlier work
GRAHAM said it was awarded more than £160m of projects through the first Pagabo civils and infrastructure framework, naming Central Dock Liverpool Waters, Lincoln Access Road Bridge and Havant Station Footbridge.
At Central Docks, GRAHAM said it would complete underground utilities, roads and public realm to support about 2,350 homes.
City of Lincoln Council used the Pagabo framework to appoint GRAHAM on a design and construct basis for parts of the Western Growth Corridor. That work includes a vehicle, cycle and pedestrian bridge over the railway and a separate pedestrian bridge.
What happens next
Pagabo said the framework is one of a series that it and YPO are bringing to market in 2026, after the two organisations formed a 10-year strategic delivery partnership. YPO is the centralised procurement authority and Pagabo is the framework manager, responsible for design, delivery and ongoing management.
The framework will run for a term of four years.
